Rosa said Iowans take the virus seriously when case spikes occur, but tend to relax and resume normal activity when cases drop.

"Each plateau that we hit is actually higher than the previous one,” Rosa said.

“So, that is something that really worries me because it tells me that we're not going in the right direction.
